Joomla and wordpress should alays be optimized. Not only the theme itself like graphics and code. You should optimize php and the database (which means you need root access). If you use wordpress a good idea is to install the plugin wp-super-cashe.

This wordpress theme is not optimized but yesterday I worked on a clients theme. I managed to cut down the loading time with approximately 3 sec and that took me hours. If your site take longer to load than 5 sec you should do something about it. Most people get utterly annoyed by slow sites. Don’t just install wordpress like me and start writing. Optimize it first.

Speed is more important than a pretty theme for many customers.
